Mine was 12:17 too. Before last weekend people were getting AOR for 12:15 PM. Mind was also 12:17. No AOR, not able to link, nothing.

I think you have to do it via webform. I am not sure. You can call CIC and talk to an agent. They can tell you the proper way

I haven't received AOR, if I withdraw my application, will I get a full refund? CEC applications are processing so fast, one guy got COPR within 29 days. I have an invitation, planning to apply in CEC.

Yes, unless you get a request for PCC or they send you the BIL or AOR, you won't able to find your application.
