Does this mean one has to prepare 2 applications for the oid and ee?

I was reading the difference between express entry vs. OID in terms of processing times. Would you guys submit your application to whichever opens up first? Or would it be a good idea to just wait for the express entry to open up? Thank you for your inputs.
