Does it mean that I need to wait for my PR card before I can travel back to my home country or any country?

Does it mean that if we have been approved, we can go there then go to any country we wish or go back home, but still maintain our PR status? Is there a certain months that we (FSW PR)should stay there before we could leave? How many weeks can we get our PR card?
