I think the reason of delay is due to number of ITA in Jan and Feb.... there were almost 6000 ITA's (Jan+feb), so i think once that batch is over the PPR for the preceding months will be faster!!! Cheers!!! ;)

You can definitely apply for PNP. As far as i know you can simultaneously apply both and whichever you get first you just cancel the other and they will refund the fee. All the Best!!!
