I think you do need to report to IRCC. In terms of processing it will depend on who the principal/primary applicant is. Are you the primary applicant for the PR application?

Doesnt always come within days. I think people have waited upto 3-4 weeks for PPR after last ghost update as well. You can submit a webform requesting status update as well. Sometimes that triggers a PPR within a few days. Anyways, good luck and keep us posted.

Send a webform to IRCC explaining what happened and also ask if a PPR was sent by them. Also, you can try calling them again and explain the whole thing, see what they say.

I haven't seen any Inland PPRs past couple of days whereas there have been a few outland PPRs on myimmitracker. Not sure if IRCC is prioritizing outlanders this week?
