I believe Federal gov doesn't care about our qualifications , They are leaving Quebec to select its immigration people . They are focusing only on other personal/family /background/police information.

If your child is canadian citizen , so you are just updating their profile , so this is normal that they didn't request fees as your child will not apply for CSQ
