Seems like it. But there has to be a draw today. If it is CEC. All candidates who complete 1 year experience in April will be gone. So, next draw could be no program specific. Just a theory, though.

I have friends who are traveling from India to Canada on 9th and 25th April respectively. They had admit since last Fall.

any chances of "No program specific draw" today? I see students are traveling to Canada from April 1st. So, the travel restrictions seem to be uplifted. Also, it has been 3 months since the last open draw.

462 should clear before Jan 2020. But if you want to improve, try giving IELTS again and aim for W:7 or higher which will get you to CLB 9 (i.e. S:7; R: 7; L8; W:7). This should boost your score significantly.
