the requirements depend on your country but mostly i believe you can sent the sealed copy of transcripts yourself . i sent them by myself. i had transcripts which i had got in 2009 ( 5 yrs old ) it was still sealed. i got the successful WES report within 10 days.

if you can request your institute to issue you transcripts in sealed envelop ( for authenticity) because you are going to apply for universiites in the USA for your higher studies your institute should help. u can take the sealed envelop and send them over to WES for verification by yourself...
