yes you can. purchasing manager NOC 0113 is a broad NOC. within this NOC there are many titles such as the one u mentioned. so u can apply. ur reference letter may have title of food purchasing manager but the NOC under which u will apply should be NOC 0113

you need to have your university send the official sealed transcript directly to WES OR you can get the transcripts ( attested marksheets) in a sealed envelop and send them yourself. did you go through WES required documents page?

there is one difference i have found. page 4th ..... permanent job offer and LMO...... is changed to ....... permanent job offer and positive LMIA......
