I noticed that this page : https://www.canada.ca/en/immigration-refugees-citizenship/services/coronavirus-covid19/travel-restrictions-exemptions.html#enter was updated on 2nd November and it lists Permanent Residents as people that can enter canada. Does this not apply to you as a COPR holder...
