Was, I think you need to contact the visa office that was processing your papers. since your application has been withdrawn, they should have send it back automatically, but if your husband filed all the papers, he probably must have received the papers back? have you tried asking your in laws...

Oh really.....I read later on that if you give your preference before hand they follow, but as you said they did not. however also in your case your husband is living in UAE since 8 years only so the major time of his life was spent in his home country, may be that is why they sent to Amman.
