So do you mean ITA can work as a request letter for Indian consulate? Also, how about my spouse's PCC as I believe the IRA letter doesn't mention her name.

Hey, that's surprising because I have to get the Indian PCC from I singapore and it is clearly mentioned on the consulate website that they need a request letter. See point 5 here: http://www.blsindia.sg/pcc.php
