No, they have not started the review. I have submitted webform thrice; once in May, then in July, and finally in August. Each time they just reply with the generic email that the delay is due to the covid/Afghanistan crisis. It is getting absolutely ridiculous now; zero transparency on IRCC's end.- Sabyasachi24
