Yes, if you already applied via EE, you can still apply through this TR to PR pathway, I did mine on both EE & TR to PR pathway… just hoping to get a result faster!

It’s a different way to grant PR (Public policy), Express entry is another way. You don’t need to be in EE pool to be eligible for this category!

You better use the company you're receiving pay & your T4 forms are from!

If you don't have ECA for your foreign education, It won't be accepted for EE. You can only use Canadian education, then! You'll lose out some points because your Master's from outside Canada couldn't be assessed!

Yes, You need ECA for your foreign education (outside of Canada) & you've to put the amount over $13000 as funds on your application.

I don't think there will be another draw in Feb, may be in March 1st half most probably!

You might have entered the application details wrong, check mainly your "study & languages", "Amount you're bringing in should be over $1300 and "Work history" parts of your profile! I've submitted my application on 17th Feb, received confirmation this morning and system somehow didn't update...
