    There isn't any news for travel ban on F1 visa. It's only for H, L and J Type visas.

    I am guessing you are in cap-gap then till Sep 30th. The best bet --I would say is probably get the Cap-Gap i20 which would be valid till end of Sep and if you get the CoPR approval and travel restriction is lifted, then you could enter Canada to activate PR and return to US without stamping...
