you can marry once you have the student visa and later apply for spouse sponsorship but you have to provide sufficient documents to prove the relationship

No they did not mention any specific visa office name. My application is outland and My wife's address is in Hyderabad, India. Dont know which visa office in Canada it has gone to.
you call and ask them
if you already got PR from Express entry then it won't make the process easier now..It will go through a standard process of the Sponsorship application.
