I had the same issue and find out that in place of birth field , you need to enter what is mentioned in your passport. Mine was <city name>, <State name>

Did you link your CIC account with your portal account. Once you will do that, your CIC account provides update that PR card is mailed to you

My AOR was Jan 6th 2021 and I received the information email on March 25 and March 28 portal invite and eCOPR on March 30.

No It didn't as a matter of fact they never updated anything after "Medical approve". Eligibility , background and final decision are all under review status. Thanks for the confirmation this will help, i will try to link if they update my CIC account status.
