You might not have received PPR as yet since Criminality and Security checks are not complete. Highly unlikely that you would be refused at this stage. Hope you guys get your PPR soon.

Yea hope they reply to my request soon...seems like they take a while to reply when you request to stamp visa at local CIC office.

If your reference letter has all the details required by CIC, I don't see the need to submit an offer letter. You can include it if you'd like, but its not a requirement. Employment reference letter is gold!! Goodluck.
I agree with Nikki30588...be careful with your NOC and since you're on such a tight timeframe...make sure to provide evidence of graduation date etc...goodluck.
I emailed CIC today to request stamping of visa at local CIC office. I updated my address since October and it reflects in ecas and even in their correspondence. So I'm surprised that they still asked me to send passport to Ottawa. Ahh well, now the wait on their reply begins.

Chances are that the application will be returned. With the introduction of a CAP and new rules back in NOV 2013, CIO screens applications with much more scrutiny and would return application as incomplete. I would try to get it back before its sent out by postal office. Goodluck.
