I got email saying "A message about your application is waiting for you" and in my account CIC sent an instruction letter how to submit the passport. Nothing in the profile status changed except there was date shown when my medical was passed.

No. You need to have Acknowledgement of Receipt which you receive when you submit your application along with all the documents.

thanks but I may still be given BOWP because the processing already started and it is needed when validating my COPR. I think processing time for BOWP suffers because it is not an entirely different application than restoration and changing conditions on WP.

I applied 25 September. As of today, still in process. Got PPR two weeks ago.

Checked today, they are working on applications received on August 11, 2019. Likely still a month to get an approval.

Yes you can do it while in Canada. But if you have open work permit and awaiting decision on PR then BOWP makes more sense. Not sure it is the ONLY option there could be more ?

That would be Temporary Resident Visa. I think you can apply for that without work permit.

- o apply for BOWP you must be in Canada and on a valid work permit status so I think BOWP you CAN NOT do at the border.

Not sure if you are still awaiting the answer but I've had similar situation and it did not affect me. For clarification, it had my signature on it but my employer had his field empty.
