I've received my nomination from Manitoba province for which I already gave ielts in 2013, as far as I checked who must give ielts for APR to CIC,I understood that only those who come under NOC class C and D,while I'm in class 0. Should I still give IELTS?or it does not apply to me?

You mean I should correct it on the passport as per his other documents and fill in his corrected name on CIC forms plus attach a supporting letter?
