You can submit for her without birth certificate, I am sure CIC will ask birth certificate, it is primary document for any applicant Better to apply the certificate to municipal, please check with them, I am not sure about municipal process

Better to get the birth certificate from Muncipal. Mine get rejected twice for non availability of birth certificate
