Hey, It's possible to do RCMP upfront. I have got it two weeks ago. It is not a mandatory requirement to upload the RCMP, but nowadays for cec candidates IRCC is requesting to upload it later down the road.

In some cases, they would ask for RCMP clearance. But it is not required to upload it if not requested.

I have sent the application via postal on April 28 and got my first update on May 13 from BLS. I enquired with them over the phone and could understand that now it is taking almost a month for processing due to the current pandemic situation.
