CIC is not charging for noc 2171 applicants, does it mean game over for 2171 applicants, I thought they will at-least cover sept applicants, I am 17th sept applicant.

Don't know buddy , but the reason is cap filled for that return, so it seems unfortunately its over, I am sept 17 applicant for noc 2171, just finger cross and praying to almighty ALLAH that my card charge today Inshallah. Tuff luck, better luck for Express Entry.
