@Fastener: It takes between one and two months. When I got mine, a few years ago, it took almost 3 months but back then the postal service almost went on strike, so that delayed everything. Hopefully now it's only a few weeks to get the PR card.

You can definitely sign up for more than one, especially if each offers a different kind of services. In Manitoba you can sign up for the Immigrant Centre Pre-Arrival Centre: www.ic-pac.com , there you can request services in English, Tagalog, Spanish or French.

Pre-arrival services are not mandatory but they are very useful, they will help you get ready to live in Canada. Usually they provide information about finding a job, finding where to live, education, language training, etc. They are free but you do have to provide your UCI number.
