JJ, I dont think its a criteria oh,, some people got COA since last year and no PPR. It could just be a coincidence. I got COA a day before the PPR I think, I hadn't gotten the COA all along.

Helo, Best thing to do is to ask for an extension of time to submit your passport. Just do an email to the Visa office and ask for more days to enable you go on your trip and you can submit when you get back. Hope this helps.
