Yes, just for the first part. On Feb 2 it was working on files from January 5/11, that's what I meant by they gained a day!

My son went to university in North Dakota, and EVERY piece of mail we ever got from them (correctly addressed to us in Alberta) made its way to us via SWEDEN!!!!!! :oEverything we got was always about a month late.

You can apply Outland through Beijing even if she is here in Canada. She would need to keep her status as a student/visitor or something, but you can apply through Beijing without her having to return to China. The wait times are much shorter if you apply outland but she wouldn't be able to work...
