Yes I was allowed to defer my fees. If I cannot pay by April, interest will be charged every month. I hope to be able to pay by the end of summer so I can register for the next session so August is the latest I have.

I believe that is called a ghost update, It happens a few times during the processing and might just mean someone is working on the file. But you should keep checking the application regularly, especially since you actually got an e-mail from IRCC

I got the acknowledgement email about a week after my initial submission. Then it was the next day I recieved the second request letter. It was a little re-branded like someone else wrote it but it still asked for the exact same information.
