I see here that inland is faster with AORs being received within 10 days for those who submitted in Oct 22. And OWPs have been given in less than 60 days in July and Aug 22. Why she doesn't need to extend her visitor status? Does applying for OWP gives rights to reside temporarly?

How did you work it around in the end?

I expect the best way is to apply inland and once you get AOR, you apply for the OWP. I am no expect so maybe check with others too.

What timescale are you expecting for your application to be? The IRCC website says 22 months for outland applications...
