That was not the case for me. I waited 9 month after I got visa to land. I don't think your parent would need to go for another medical. Did your landing instruction ask you to enter Canada before a date on that letter says med expiry date?

In my PPR email, CIC listed 5 Visa Offices in Asia for us to submit passports before the part you quoted above. Are you sure Canada or USA is the only option CIC gave you?

I could be wrong but there is always option to send passports to original countries. It doesn't make sense to ask your parents to send passorts from India to Ottawa for visa stamp.

If you used Chinese address in original form as your mailing address and you plan to submit in China, I don't think you need to change. In the PPR email, CIC gave 3 address that I can send passports to: Beijing, Hong Kong and Ottawa. They ask to send a pre-paid registered envelope in the package so they can send the passports back. I don't see a need to change mail address.

Same like you, no attachment. My parents are in Canada. I just print out the email and sent it to Ottawa address with passports and photos. They also asked to supply height and eye colour of my parents. So I just type it in a letter paper.
