Inland applicants count in ppl only in Quebec or anywhere in Canada?

In my understanding, as you are in an ICT visa, its gonna be difficult convincing CIC that you'd move out of QC, unless you have a job offer outside of QC. I'm pretty much on the same boat. I submitted my PR appln (QSWP) 7 months ago.

Just for the sake of clarity...did they upload 'Information Letter' to your profile before issuing PPR?
