    They are and i can confirm that. One of my friend was landed in canada last month and his PR card arrived today in mail. And the PR card mail was sent from CIO Sydney. So they are physically available but don't know when they will process 2019 applications.

    Different province has different rules. Please check you PNP province and make sure you don't need. Chivinas has OINP which doesn't need ielts. But you might need. So check first from province's website.
