MU does attest marksheets issued by the college. I have got it done. And along with me there were at least 20 other people in the queue applying for WES ECA who got it done too.

Just my interpretation - I think what they want is FY and SY marksheets are issued by the college so college should attest them / college should issue transcripts for them and not the University TY marksheet and degree are issued by the University so only University should attest them, college...

Yes WES requires both marksheets and transcripts. Marksheets to be sent by you to WES whereas Transcripts to be sent by the University directly to WES in a sealed envelope. Its clearly mentioned under requirements for India on WES website.

Is the sign off on the WES form by the Vice Chancellor / Authorised Signatory mandatory?

Anyone tried India Post? They mention an estimated time of 4 days and charges approx INR 1000 on the website.
