A PR has to pay less fee than an international student, can study part-time and can work full-time. It makes less sense that someone who could easily get a PR would rather opt to go by the long way of student route that too for a university that is not of a good ranking.

You need to show progression in your career. If you got admission in PGD and a program which won't add value to your career then you're ineligible and your sole intent would appear to be settling in Canada. First evaluate which program will truly progress your career to next level.
