Sorry to hear that and I understand your frustration. Have you called CIC or submitted a letter about your time? Asked them why does it take so long? Normally by phone they will tell you background check has been done or not.

:( After dm letter, you mean? After DM on ECAS. Some people will have DM letter, some people are not, don't know why.
