I think youll still have enough time for this semester. Worst case theyll send you passport stamped back in a month, mean 23rd, 24th sep. missing one week of classes is not a big deal. Dont defer semester, you should check withdrawal date without penalty that should be at least 3 to 4 weeks...

How do I get application number? The representative i applied through is saying he doesn't have any application number nor he gets anything from ircc.

Coop will likely start after you start your study here, you can apply once you get here. Also, I'm not sure about coop work permit but border agents do give out regular work permits.
