    Problem is that on the French version of their PNP website they are stating that you have to be native French speaker. The only way for you to get with the priority 1 is to have work experience in New Brunswick.

    Ontario wants 5500 provincial nominees, not 5500 just from human capital stream. Human capital might be just around 50% or even less of all PNP applicants. Furthermore there will be people coming whole year with high score.

    For work at one employer that is shorter than 1 year outside Canada and 6 months inside, he cannot claim any points. the best adviced practice is not to mention such employments in your EE. Those reference letters are only asked as proof for points, which will not be case here (most likely).
