I got my closed WP approval based on LMIA! Inland. Applied with biometrics Feb 19th. The decision was made on May 1st. 72 days. Software developer. P.S. I hope it help you to understand current timeline better.

I applied for my closed work permit (with LMIA) at 12 Feb, biometrics was submitted at 19 Feb. In-land. I suppose to receive visa at May 19 according to timeline. I am waiting.
