So actually I just entered my GCkey and found that my UCI has changed. as excepted they gave me back my former UCI. As per GCKEY always, I passed the Medical results. But they've set the date for Jan 27th. Probably my VO is in Canberra Australia? Or Wellington NZ? we'll see ;)

I can't answer that with great certainty. Usually yes they should check eligibility first and then start others stages. but with IRCC the work procedures may change. and it happens a lot

That's ok, all you need to do is to send them the file within the allocated 30 days. after that when will they open again your file it's their problem not yours. You did what you asked for: passed medical and submit file within 30 days.

they handle cases per batches. each agent will receive let's say a batch for dates between Nov 1st and nov 10th. another one will recieve from Nov 10 to 20th etc. but agent A can be a bit slower than agent B that's why we may see people from the 2nd batch may have BIL's earlier than the others
