I know that letter sounds confusing, but, as far as I know, the implied status is valid until they make a decision on your application. You can keep working...

    I just got a cheque from IRCC in my mail, refunding my biometrics fee for my family, $170 (we were exempt). I paid my application using Interac Debit, which is not support anymore, I believe since November. I guess that is why they refunded my with a cheque.
