Not sure I understand what you're saying. If you are outside Canada when you get your eCOPR technically your eTA, WP,PGWP and any other TRVs would get invalidated immediately, so if you are trying to board an airplane from outside Canada the airline will not be able to find your eTA. Atleast...

Well if you get eCOPR before that then you can safely travel provided you are coming back to Canada via land border in a private vehicle.
