I think, he will still be considered as FS, since he will be indicating that his wife is directly related to his brother in-law.

Hi, in the endorsement page, you can indicate others: Brother In-Law, then you can also indicate your wife relation to your brother in-law. They will be asking a proof that they are directly related. Hope it will help. Thanks.
