Do people inland get ppr request instead if landing interview?? One of my friends who is inland got ppr and he is confused.

I believe Jan 2019 onwards the applications will be in the normal processing times as they are supposed to give biometrics which will make the security step a bit easier. I got my wp in exactly 90 days as it said on the website. So I was hoping even PR follows the same pattern. Yeah but I know...
