We finally ended up by providing affidavit to IRCC with all attempts made to get PCC. We also received a response from Dubai police stating they can not issue to visitors that was the biggest breakthrough. Hope this helps anyone who is having such challenges.

I did from destination canada. Called couple of times to initiate a claim however there was no need afterall as no doc visit.. on call was satisfied overall.

Thank you. But when I leave country I will have WP approval already. The only problem is I will not be able to return as I will not have Visa stamping done. How can I do visa stamping on priority basis so that I can return back.
