What does your H1B visa have to do with the temporary work permit for Canada?! As far as I know you can't get a temporary work permit if you don't have a job in Canada. And yes, the temporary work permit and federal skilled worker program are different.

You could go back to the University and ask them to put the original transcripts in a sealed envelope. This should be possible and would probably take less than 3 minutes from their precious time.
