CIC perhaps is run by either very dumb AIs or......, so even if there is any slight change in the variable in the equation, it just freezes up...

    Good question - Yes it CAN be denied after Eligibility is completed. Usually, when the REFUSAL letter comes, its after Eligibility is completed (meaning they have checked and decided that one is not eligible to enter Canada) and then the sent that dreadful email.
