You can drive anywhere in Canada and the US with any provincial licence. Should you move out of Quebec you then have to get the licence of the province you reside in.

There is a mistake on the Ontario website where they say "while you wait you can drive with your G1 license". It should be G2. So, she doesn't get to do the G2 road test which would get her a G license because she doesn't have 2 years experience. She would however get to do the G1 road test...

Here in Ontario you don't have to give your foreign licence. The only thing is that you are not allowed to drive using it after 60 days of landing or after you obtain the Ontario G1 licence (whichever occurs first). In my case, I obtained the G1 and then the full G licence within my first 60...
