NO if its same country ,it does, but in your case why you bother, sometimes you don't have to go for an interview, if you have everything in order they just waive it out of you and i also don't want to go for an interview. he he

hi srico,, it depends on the visa officer,,,could take weeks ,months, mine was just a 2 weeks,after two weeks I've got a letter stating "in process" best of luck.
