Yeah may be they are thinking over to decrease timeline by introducing this very Bill. Might be they want that all the fraud cases will be screened automatically once they get to know that they are being given conditional permanent residence. So might be this help CIC work speedily as then the...

That was announced in March 2011. Yeah it might not be the problem for genuine cases. If they are giving conditional visa then they should at least reduce the time limit. ::)
