Finish your ECA. Never mind those rumors. Even if old ECA is rejected, you can ask the agency to issue a new certificate, and they will promptly do it. This happened to a few folks this time also (who had ECA done earlier).

I am in US. Yes, you should start applying for the PCC. The FBI clearance might take 4-5 weeks. So better get started.
