PNP 3 Feb here BG is still Not Needed

Did you receive PPR when your eligibility is still in progress and other interview/BG check are still Not needed? What program did you apply Inland or Outland or PNP?

My observation the rain is falling on every Tuesday and Wednesday of the week, the other 3 days, the God of Rain just goes out for holidays.

I thought Eligibility is the second thing In Progress after Medical Passed. How come after 6 months, Eligibility still Not started. This is weird.

You may want to try PNP or Job Offer from Canada pathways to get more points as 456 points wouldn't be enough these days.

Did you get an error after hitting submit key. If yes, then it was failed to deliver. You should try to open a Private window (In Firefox) or Incognito Mode (In Chrome) and do all over again. It will be successful. After that, you will receive an automated confirmation email immediately. FYI...

5 days from raising CSE, haven't heard anything other than an automated email. I wonder why CIC doesn't follow the First In First Out or Top Down method which is fair enough for most applicants.

I think having an incomplete section would likely to delay your application. Since you only upload your Bachelor degree and its translation, has it been accredited as equivalent to a Canadian degree by an agency approved by CIC e.g. WES. If not, they may request you to provide additional docs...

I think you mean "has been done" as Province Nomination is sent prior to the CIC ITA.
